AUGUST PRIMARY ELECTION
TO THE QUALIFIED ELECTORS of the Townships of Bellevue, Benton Charter, Brookfield, Carmel, Chester, Eaton, Eaton Rapids, Hamlin, Kalamo, Oneida Charter, Roxand, Sunfield, Vermontville, Walton, and the Cities of Charlotte, Eaton Rapids, Grand Ledge, Olivet and Potterville in THE COUNTY OF EATON, STATE OF MICHIGAN
Notice is hereby given according to the Agreement for Election Services between the County of Eaton and the aforementioned municipalities and under authority granted in Public Act 81 of 2023, that the location of the early voting site for the 2024 August Primary Election (with the exception of Delta Charter and Windsor Charter Townships) will be the following:

All qualified electors in the aforementioned municipalities have the right to mark a ballot and deposit the ballot in a tabulator beginning the second Saturday before an election and ending the Sunday before the election. Early voting will be available at the early voting site for the following hours:
Day 1, Saturday, July 27, 2024: 8:00 a.m. to 4:00 p.m.
Day 2, Sunday, July 28, 2024: 8:00 a.m. to 4:00 p.m.
Day 3, Monday, July 29, 2024: 9:00 a.m. to 5:00 p.m.
Day 4, Tuesday, July 30, 2024: 9:00 a.m. to 5:00 p.m.
Day 5, Wednesday, July 31, 2024: 9:00 a.m. to 5:00 p.m.
Day 6, Thursday, August 1, 2024: 12:00 p.m. to 8:00 p.m.
Day 7, Friday, August 2, 2024: 9:00 a.m. to 5:00 p.m.
Day 8, Saturday, August 3, 2024: 8:00 a.m. to 4:00 p.m.

To the Qualified Electors of the Eaton County Townships of Bellevue, Benton Charter, Brookfield, Carmel, Chester, Delta Charter, Eaton, Eaton Rapids, Hamlin, Kalamo, Oneida Charter, Roxand, Sunfield, Vermontville, Walton, Windsor Charter and the Cities of Charlotte, Eaton Rapids, Grand Ledge, Lansing, Olivet and Potterville.
In the County of Eaton, State of Michigan: Notice is hereby given that the Primary Election will be held in said City and Townships on Tuesday, August 6, 2024. The polls will be open from 7:00 a.m. to 8:00 p.m. for the purpose of voting for the candidates of the Democratic Party and Republican Party seeking nomination to the following partisan offices to be voted for in Eaton County:
U.S. Senator, U.S. Representative in Congress 2nd District (Townships of Sunfield, Vermontville & portions of Kalamo), U.S. Representative in Congress 7th District (balance of Eaton County), State Representative 43rd District (Township of Bellevue), State Representative 78th District (Townships of Kalamo, Roxand & Sunfield), State Representative 77th District (City of Grand Ledge Precincts 1,2,3 & the portion of Oneida Charter Township north of Michigan Highway 43 (M-43), State Representative 76th District (balance of Eaton County), County Prosecutor, County Sheriff, County Clerk and Register of Deeds, County Treasurer, County Drain Commissioner, County Commissioners, Township Supervisor, Township Clerk, Township Treasurer, Township Trustee, Precinct Delegates, and on the proposals listed below for voters in the following jurisdictions:
Chester Township
Charlotte Community Library District Library Millage Proposal
Shall the Charlotte Community Library, County of Eaton, Michigan, be authorized to levy a new additional millage annually in an amount not to exceed 1.4 mills ($1.40 on each $1,000 of taxable value) against all taxable property within Chester Township for four (4) years, 2024 to 2027 inclusive, for the purpose of Chester Township joining the Charlotte Community Library providing funds for all district library purposes authorized by law? If approved, Chester Township shall appoint one member to the Charlotte Community Library Board. The estimate of the revenue the Charlotte Community Library will collect if the millage is approved and levied by the Charlotte Community Library in the first year (2024) is approximately $102,000.
City of Olivet
Charlotte Community Library District Library Millage Proposal
Shall the Charlotte Community Library, County of Eaton, Michigan, be authorized to levy a new additional millage annually in an amount not to exceed 1.4 mills ($1.40 on each $1,000 of taxable value) against all taxable property within the City of Olivet for four (4) years, 2024 to 2027 inclusive, for the purpose of the City of Olivet joining the Charlotte Community Library and providing funds for all district library purposes authorized by law? The estimate of the revenue the Charlotte Community Library will collect if the millage is approved and levied by the Charlotte Community Library in the first year (2024) is approximately $26,000.

Village of Bellevue Street Maintenance Millage Proposal
Shall the Village of Bellevue levy an additional ad valorem millage of not more than 6.5 mills for 20 years, from 2025 through 2045, for the purpose of providing revenue for replacing streets as the council determines appropriate on all taxable property. This new millage will result in a collection of an estimated $140,259 of revenue in the first year the millage is levied. Construction is to begin in 2026.
Eaton Rapids Area District Library Bond Proposal
Shall the Eaton Rapids Area District Library, formed by the City of Eaton Rapids, the Township of Hamlin, and the Township of Eaton Rapids, County of Eaton, State of Michigan, borrow the sum of not to exceed Six Million Five Hundred Fifty Thousand Dollars ($6,550,000) and issue its general obligation unlimited tax bonds therefore, for the purpose of paying all or a portion of the costs of expanding, renovating, constructing, equipping, and furnishing the existing Library facility and improving the site thereof, located at 220 South Main Street, Eaton Rapids, Michigan 48827, including costs related thereto?
The following is for informational purposes only:
The maximum number of years the bonds may be outstanding, exclusive of refunding, is twenty (20) years; the estimated millage to be levied to pay the proposed bonds in the first year (2024) is 0.90 mill (which is equal to $0.90 per $1,000 of taxable value); and the estimated simple average annual millage required to retire the bonds over twenty years is 0.83 mill ($0.83 per $1,000 of taxable value).
Sunfield District Library Millage Proposal
Shall the Sunfield District Library, County of Eaton, Michigan, be authorized to levy annually a new additional millage in an amount not to exceed .3539 mill ($0.3539 per each $1,000 of taxable value) against all taxable property within the Sunfield District Library district for a period of four (4) years, 2024 to 2027, inclusive, for the purpose of providing funds for all district library purposes authorized by law? The estimate of the revenue the Sunfield District Library will collect if the millage is approved and levied by the Sunfield District Library in the first year (2024) is approximately $28,000.

All polling locations are accessible for voters with disabilities.
Absentee ballots are available for all elections; registered voters may contact their local clerk to obtain an application for an absent voter ballot.
